After not appearing in Richland County District Court on Monday, an arrest warrant was issued for a 22-year-old Wahpeton woman.

Breanna Marie Keister was in court for one count of terrorizing, a class C-level felony, and one count of violation of a disorderly conduct restraining order, a class A-level misdemeanor.

According to the Wahpeton Police Department, Keister allegedly intended on placing another human being in fear for that human being or another’s safety or in reckless disregard of the risk of causing such terror, threatened to commit any crime of violence or act dangerous to human life.

The complaint is from March 26, 2022 when a victim called Richland County Dispatch to report being threatened by Keister. The Wahpeton Police Department spoke with the victim’s neighbor upon arrival.

Keister allegedly threatened the victim and said she was going to kill the victim’s child and the accuses was also allegedly knowingly violating a disorderly conduct restraining order which was filed in June 2021.

Keister has also been charged in Wahpeton Municipal Court with class B misdemeanor-level criminal trespassing and infraction-level disorderly conduct.
